TASK 1:
AN IDEAL VISION FOR YOUR TERRITORY

The results of TASK 0 should have provided inspiration – and thus a vision – of what can be done.
But this is not yet the ‘IDEAL VISION’ (the best possible given the optimal use of available resources), because this vision has not been discussed locally and checked against the actual views of the local community.

To do this, it is necessary to:

INSPIRING MATERIALS

1.1 – Share internally

Share the results of TASK 0 with locally elected and representative bodies. This is a key step when it comes to the elaboration of local policies, to be first of all owned by representative democratic bodies.

1.2 - Check the legislative framework

Identify the spheres of competences involved for the potential implementation of the “inspiring” vision, to verify how far you can go and if any other actors have specific jurisdiction on the topic.
(For instance, in case of support to private enterprises or intervention in the energy sector some actions at local level have to take into consideration the role of national laws/actors).

1.3 - Address the limits

In case the check under sub-task 1.2 unveiled limits to the possibility to implement the “inspiring vision” (due to the relevant jurisdiction of other entities), you should discuss with partners, local representative and governing bodies what could be done to address those limits.

1.4 - Financial resources

Provided that the previous points were positively solved (which means that there are no fatal constraints to realising your vision, apart – maybe – from slight adaptations), which financial resources would you be able to mobilise?

1.5 - Exchange with other territories

You might think it would be an added value to have an exchange with other municipalities/communities that have already experienced something similar, to learn more and learn how they did it.

1.6 – The “ideal vision”?

Given the results of the previous sub-tasks, what is the resulting “ideal vision” for the local territorial area (municipality/community), so the best possible given the optimal use of available resources?
