TASK 2:
CHECKING THE POINT OF VIEW OF LOCAL COMMUNITIES AND STAKEHOLDERS

After conducting TASK 0 and TASK 1, you should know how feasible your vision is and which bodies think it should/could be done. However, this is not yet an established vision, as local inhabitants and stakeholders have not been directly involved in the discussion. This task is particularly important, as it allows for greater ownership of a shared vision and future action plan by the inhabitants and stakeholders.

INSPIRING MATERIALS

2.1 - Stakeholder mapping

Carry out a mapping of local formally organised stakeholders (e.g. public authorities, training agencies, companies, NGOs, associations, etc.) as well as of those non formal groupings that bring together citizens and civil society entities (e.g. local committees, spontaneous non-registered associations, clubs, etc.).

Please include also informal groups of citizens. You should map them and put them in a ranking according to their likelihood to be involved/touched by the pursuit of the realisation of the “optimal situation”.

2.2 - Presentation to the wide public

Present to the wide public (stakeholders, inhabitants) the results of TASK 1 (including the “ideal” vision you would like to implement, without necessarily going into too much detail, at this stage).

2.3 - Mobilisation of the local community

This phase is crucial and consists in a large participatory process during which as many persons/players as possible are involved in order to collect their reactions, their different views, their proposals about:

  1. The definition of the situation to achieve (the “ideal” vision according to them);
  2. The reasons for which it is relevant to reach such a situation (including the consistency with the local context);
  3. Some preliminary actions that should be realised.


To carry out this sub-task, a preliminary work of capacity-building with potential “animators” or (other members of) the local community on the use of participatory techniques might be needed.
